So, the votes are split, between the state at-large and its two districts (ME-01 and ME-02). Therefore, three games.

First game for state at-large. TWO electoral votes.
Second game for Maine's first congressional district. ONE electoral vote.
Third game for Maine's second congressional distrct. ONE electoral vote.

This makes no sense. So things are working as intended!
